Former Chairman of Enterprise

Recipient of the James W. Rouse Civic Medal Of Honor

Bart Harvey joined Enterprise soon after its founding in June 1984 and succeeded Jim Rouse as Chairman and CEO in October 1993. In January 2007 he turned over the position of CEO of Enterprise Community Partners to Doris W. Koo, and in March 2008, Mr. Harvey retired as Chairman of Enterprise.

Mr. Harvey has had a profound impact on the community development and affordable housing field. He worked closely on the creation of the Low Income Housing Tax Credit, helped to protect the Community Reinvestment Act, supported the creation of the New Markets Tax Credit, led Enterprise in its response to the hurricanes in the Gulf Coast, and led the effort to create the Enterprise Green Communities initiative. Over the past 25 years, Enterprise has raised and invested $10 billion to produce 250,000 affordable homes nationwide.

Mr. Harvey was appointed by Congress to the Millennium Housing Commission from 2000 – 2002 and has been a Director of the Federal Home Loan Bank of Atlanta as well a member of the Advisory Boards for Fannie Mae and Freddie Mac.  He has served on numerous Boards including the Baltimore Education Scholarship Trust, Center Stage, the National Housing Conference, National Housing Trust, and Shepherd’s Clinic. Mr. Harvey currently serves on Fannie Mae’s Board as well as a number of nonprofit Boards.

Mr. Harvey was chosen as the 2008 recipient of The Urban Land Institute J. C. Nichols Prize for Visionaries in Urban Development, as well as the National Housing Conference’s 2008 Housing Person of the Year.

Before joining Enterprise, for ten years Mr. Harvey worked in domestic and international positions for the investment bank Dean Witter Reynolds (now Morgan Stanley), leaving as Managing Director of Corporate Finance. He has an MBA and BA from Harvard University and lives in Baltimore with his wife and three children.


Carol CordenCarol Corden
Executive Director, New Destiny Housing Corporation
Recipient of the Andrew Heiskell Community Renaissance Award

Since 1996 Carol Corden has been the Executive Director of New Destiny Housing Corporation, a New York City nonprofit that promotes the long-term safety and stability of low-income families at risk of domestic violence and homelessness.  She is responsible for the overall management of the organization’s housing and services and works with an 18-member volunteer Board of Directors. 

In previous positions, Ms. Corden was a Vice President for Community Development at Fleet Bank, a Director of the Small Buildings Rehabilitation Unit at the New York City Department of Housing Preservation and Development, and Deputy Director of the Neighborhood Housing Services (NHS) of New York City.  Ms. Corden holds an M.S. in Historic Preservation from Columbia University and a Ph.D. in Sociology from the University of Chicago.


Abby Jo SigalAbby Jo Sigal
Vice President and New York Director, Enterprise

Abby Jo Sigal is responsible for the activities of Enterprise’s New York office and New York regional impact market. Prior to taking on this role in September 2007, Ms. Sigal served as a Vice President for Enterprise Community Investment, working on strategic initiatives and overseeing deal transactions. Ms. Sigal has extensive experience in community development and real estate finance, including project management, commercial underwriting, new product development, and strategic planning.

Her accomplishments at Enterprise since joining the organization in 2001 have included fulfilling the Billion Dollar Promise, Enterprise’s $1 billion commitment to creating 15,000 affordable homes for low-income New Yorkers from 2004 to 2009. She was also instrumental in the creation of the New York City Acquisition Fund, the preservation of more than 1,000 HUD 202 affordable homes for seniors, and the accelerated expansion of Enterprise Green Communities throughout New York State. Ms. Sigal holds a Master of Business Administration and a Master of City Planning from the University of California, Berkeley, and a bachelor of arts in philosophy from Yale University.
